The legal mandate of the North Westphalia Chamber of Industry and Commerce is comprehensively formulated: it promotes the commercial economy in the Emscher-Lippe region and in the Münsterland region, represents their overall interests vis-à-vis the state and politics, ensures fair competition between companies and performs sovereign administrative tasks instead of the state: for example, in the field of vocational training, in the licensing procedure for insurance brokers, in the examination of professional drivers, the issuing of foreign trade documents and the appointment of experts (see § 1 IHK Act).
