The SEC-pLus project, funded by the Federal Ministry of Education and Research, is helping to develop the Latvian sectoral expert councils (SEC) into an effective governance instrument for the participation of economic and social partners in vocational training in Latvia. The aim is to ensure the quality and labor market relevance of vocational training in the long term. The representatives of employers, employees and state institutions are empowered to represent different interests and to assume joint responsibility. Three fields of action (qualification framework, assessment of the suitability of training companies and forecast of trainee requirements) are being addressed using selected SECs from the wood industry, metal processing and agriculture. Appropriate recommendations for action are being drawn up and transferred to other SECs.
The project is being carried out as a joint project by the AHK Baltic States and the Central Office for Further Training in Crafts (ZWH) e.V. The AHK Baltic States is coordinating the joint activities of the project. It is also responsible for coordinating the Latvian partners, the work package for determining the suitability of training companies and the transfer to other SECs.
The ZWH is responsible for the sub-projects qualification framework for training occupations and forecasts of trainee requirements.
