Strengthening the Circular Economy and Waste Management in the Baltic States

Project Summary
Funded by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) as part of the Environmental Protection Export Initiative, the project provided a comprehensive analysis of the circular economy and waste management systems in the three Baltic states – Estonia, Latvia and Lithuania. In cooperation with German partners, sustainable solutions were developed to address existing challenges and to promote a resource-efficient waste management system in the long term.

Project Objective
The main goal was to improve the waste management situation in the Baltic region, strengthen the implementation of European regulations regarding reuse and recycling, and support the development of a sustainable circular economy through knowledge transfer and innovative technologies.

Project Strategy
The project followed a three-stage approach:

Needs analysis to identify country-specific gaps and challenges,

Trilateral workshop with experts from the Baltic States and Germany to develop initial solution approaches,

Study trip of Baltic companies to Germany to establish practical connections with technology providers and enable knowledge transfer.

Key Outcomes

The needs analysis highlighted particularly significant weaknesses in municipal waste recycling, disposal infrastructure, and environmental awareness.

A concept paper outlined strategic recommendations for the introduction of smart technologies and cooperation with German companies.

The workshop created a platform for dialogue and solution development between professionals from both regions.

The study trip enabled concrete connections with German technology providers and supported the establishment of long-term partnerships.
